A citizen friendly and accountable administration is the focus of the Government. A series of steps to achieve this goal have been initiated. These include simplification of procedures, identification and deletion of archaic laws/rules, identification and shortening of various forms, leveraging technology to bring in transparency in public interface and a robust public grievance redress system. 

Promotion of Self-Certification in place of affidavits and attestation by Gazetted Officers is one important step in this regard. This greatly reduces the time and effort on the part of both the citizen as well as the Government officials. 

Leveraging the power of information technology brings with it the advantage of transparency and speed. One of the focus areas of Government is to reduce the decision making layers to the minimum while allowing for faster means of information sharing/dissemination. 

The Government has launched a website mygov@nic.in for this purpose. This is a citizen centric platform to empower people to connect with the Government and contribute towards good governance. Suggestions are also received on the PMO website. It also seeks expert advice from the people, thoughts and ideas on various topics that concern India. Citizens can join the discussion to share, debate and add value. 

Dr. Jitendra Singh Minister of State for Personnel, Public Grievances and Pensions gave this information in Lok Sabha today in a written reply to a question by Dr. Shashi Tharoor, Shri B. Vinod Kumar and Shri Anantkumar Hegde.

It is stated the condition of restricting the number of spells for which CCL can be allowed to a female Government servant during a year provides check & balance to ensure that demands of public service are not sacrificed or compromised with and that there is no dislocation of work, thus there is no proposal to review the said condition for its deletion.

As per the office memorandum published by the Ministry of Urban Development, construction of new holiday home at Udaipur has been completed and it has been decided to commence the booking with immediate effect.

Expected DA July 2014 – Finally it concludes at 7%

As anticipated by all, the expected DA from July 2014 concluded at 7%.

With the announcement of the AICPI(IW) points for the month of June, the calculation of the additional dearness allowance for central government employees and pensioners from July onwards have ended. The percentage of Dearness allowance and Dearness relief to be paid from July 2014 will be increased by 7%.

Based on the recommendations of the 6th Central Pay Commission, in order to meet the rising expenses of essential commodities and inflation, dearness allowance is given twice every year to the central government employees – from January to June and from July to December – calculated on the basis of the All India Consumer Price Index of Industrial Workers Base Year 2001=100.

The most recently released AICPIN points for the month of June have increased by two and now stands at 246. Since the AICPIN points have increased by two, the dearness allowance percentage arrived at 107.25, is to be calculated, after ignoring the decimal points, as 7%. This will be officially announced by the Central Government after approval of Unionn Cabinet committee in the month of September.

The last two installments, 10% dearness allowance was being paid to the employees. Many wonder why it has come down to 7% this time. There are two main reasons for this, one is AICPIN points, and another is the method of calculating DA. One has to also keep in mind the fact that dearness allowance of 10% was also given based on the same calculations.

The fact is, the next two additional dearness allowances (Expected DA from January 2015, and expected DA from July 2015) are not likely to cross 5%.

Respected sir,
I am m.v.s.s.rama Krishna working as LDC in Doordarshan Maintenance Centre, Rajahmundry which comes under prasar bharati, Ministry of I&B, Govt. of India.  We are treating as working on deemed deputation to Prasar bharati and  still we are govt. employees only. We are covered by rules and regulations of Central Government only.

Now, coming to the point I am also a sufferer of MACP scheme.  In my case also ACP scheme is more beneficial to me why because in MACP next available grade pay has been awarded instead of promotional grade pay. I have joined as LDC on 29-04-1988 and still I am working as LDC though 26 years of service rendered.  I have been given  Ist ACP after completion of 12 years of service i.e. on 29-04-2000 to the promotional post of UDC i.e. from Rs.3050 pay scale to Rs.4,000 pay scale. 

In the VI th pay commission my grade pay was fixed at Rs.2,400/-.  Next  2 nd MACP has been given after completion of 20 years, but from the date of implementation of the scheme  ie. 1-9-2008 with grade pay of 2,800/- which is next grade pay available in the table.  Where as our promotion post is ACCOUNTANT with grade pay of Rs.4,200/-.

It can be observed after the grade pay of Rs.4,200/- ,   next available grade pay and promotional grade pay are one and same for all the cadres except very less categories.  So, the losers are LDC and UDC only. It is highly appreciated that you are fighting for the cadres of LDC and UDC’s. 

Sir, I and other my colleagues at Rajahmundry are with you and please fight for the promotional grade pay in MACP and any support from our side we will come forward for the same sir.

Sir, What happened to the Hon'ble CAT principle bench case where in about 18 LDC/UDC of Defence organization has challenged a case in CAT, New Delhi.  Can you sir plz. Give us the latest position. Recently the Hon'ble High court of Delhi has also dismissed a case filed by govt. So, sir can we expect the govt. will implement the same judgement of Shri Jaipal to all the employees or not.

Sub: Withdrawal from the list of Diagnostic Labs and Imaging Centers empanelled under CGHS, Delhi – as per recommendations of the Ethics Committee of Medical Council of India.

With reference to the above mentioned subject it is stated that subsequent to the sting operation titled “Operation Jonk” aired by a TV Channel, the Ethics Committee of Medical Council of India conducted an enquiry into the matter as per the directions of Ministry of Health & Family Welfare. 

In the interim report submitted by MCI, nine Diagnostic Centers have been prima facie found involved in unethical medical practices. In view of the recommendation of the Ethics Committee of MCI, it has been decided that pending investigation the empanelment of these centres with CGHS be withdrawn.

Accordingly the empanelment of the following Diagnostic Laboratories and Imaging Centres, under CGHS, Delhi is withdrawn with immediate effect till further orders.

Biometric Attendance to be implemented soon

Soon all ministries and central departments will get biometric attendance system, which will be linked with Adhaar number of each employees.

Sources said that the entire project across all departments will be implemented by National Informatics Centre (NIC) and an order will be issued soon. Though at present, quite a few central offices have installed biometric attendance, the need to link it to Adhaar is being done to ensure that the employees cannot do any fraud to mark their attendance.

“This additional provision will ensure that the genuine employee is recording attendance while coming to office and when he clocks out,”said a government source.

Following recent surprise checks by two central ministers – Venkaiah Naidu and Prakash Javedekar – when they detected huge number of late comers, they had directed installation of biometric system so that there is proper record of when the employees reached office and when they left for the day.

Biometric attendance system is a foolproof technology to ensure the accuracy of attendance and is useful to big organizations and government entities. What makes a biometric time clock one of the best time and attendance systems is that it has a biometric fingerprint scanner built in that is much more accurate in time keeping that a time card or time sheets because employees can’t clock in other employees.
