Extension of travelling by Air on Leave Travel Concession, the announcement, which Central Government employees were eagerly waiting for, is finally here!

Air travel concession, under the Leave Travel Concession scheme, to places like Jammu and Kashmir, North Eastern Region (NER), and also Andaman and Nicobar Islands has been extended by two more years.

For a while it was assumed that the newly crowned Modi Government had shelved this scheme.

We believe that the scheme was revived due to constant reminders from various employee unions, associations and federations.

Cabinet Secretary Ajith Seth has asked the Central Government employees to come to office on October 2, which happens to be the birth anniversary of Mahatma Gandhi, and a national holiday, and tidy up the office premises. A circular to this effect will be sent to all the Central Government offices soon.

As part of the Prime Minister Narendra Modi’s ‘Swachh Bharat’ (Clean India) mission, all Central Government employees have been asked to report on duty on October 2, and take a pledge of cleanliness. The circular has already been sent to the secretaries of various departments.

All government employees will have to be present in office on October 2, Gandhi Jayanthi, the day when Prime Minister Narendra Modi will launch ‘clean India’ campaign, and take the cleanliness pledge, a directive issued by the Cabinet Secretary Ajit Seth on Wednesday said. The employees will be administered ‘Swachhata Shapath’ (pledge of cleanliness) in government offices, public functions and events on October 2, the directive said. The cleanliness drives led by senior officials will be undertaken in all government and public offices, it said.

The undersigned is directed to refer to this Departments OM No.18/2/2007-CS-I dated 20.05.2014 and subsequent clarifications issued vide OM dated 08.07.2014 on the subject mentioned above.

2. The Ministries/Departments were requested vide OM dated 20.05.14 that stepping up of pay already allowed in cases where the individuals are not covered by the OMs dated 13.04 1988, 23.02 1994 and 08.10.1996 and where conditions laid down in the OM dated 04.11.1993 are also not fulfilled, may be reviewed and pay re-fixed accordingly. They were further requested that the excess payments made to the employees in the cases of wrong stepping up of pay may be recovered in terms of DOP&Ts OM No.18/26/201 1-Estt(Pay-I)
dated 06.02.2014 and a compliance report in this regard furnished to this Department by 31.08.2014. However the compliance reports are still awaited from the Ministries/Departments.

4. The Ministries/Departments are once again requested to furnish the compliance report in this regard immediately.

Simplification of KYC Norms - Creating Public Awareness

The Reserve Bank of India, in the recent times, has been taking several measures to simplify KYC requirements to help the common man open bank accountsbank accountsbank accounts. It is, however, observed that despite such measures the general public is still facing problems in opening a bank account as these measures have not been given adequate publicity and the common man still lacks awareness on the basics of opening a bank account.


2. In order to address these issues, create public awareness and give wide publicity to these KYC simplification measures, Reserve Bank has issued a Press Release together with a poster and a booklet comprising a few common questions relating to Know Your Customer (KYC) norms for opening bank accountsbank accountsbank accounts. These are available on our website at http://rbi.org.in/scripts/BS_PressReleaseDisplay.aspx?prid=31935.

3. In this regard, banks are also advised to initiate steps to create awareness and give wider publicity by circulating the poster and booklet amongst all their branches. Branches may be advised to make available the booklet to the customers/ general public and display the poster prominently in their premises. Progress made in this regard would be reviewed by Reserve Bank in due course.

4. Banks may ensure strict compliance of these instructions.

Sub: Revision of ceiling for payment of Bonus in Bonus Act 1965

Payment of Bonus Act, 1965 was amended in the year 2007. This Act was called as Payment of Bonus (Amendment) Act, 2007. 

In Section 12 of the Principal Act (1965), payment of minimum bonus was revised from Rs.2500 to Rs.3500 w.e.f. 1st April, 2006 through Payment of Bonus(Amendment) Ordinance 2007(8 of 2007) and subsequently passed by the Parliament through Bill No.89/2007.

The Central Trade Unions and also the Constituent Organizations of Joint Consultative Machinery for Central Government employees raised the issue of amendment to the Section 12 of the Bonus Act, 1965 to remove the Ceiling of Rs.3500, mentioned in the Section 12 of the Payment of Bonus (Amendment) Act 2007. 

But so far the Government has not amended the Act to pay real wages to the workers as Bonus, which is causing lot of hardship to the workers due to high escalation of prices of all commodities after the enactment of the amendment to the Bonus Act 1965 in the year 2007.

You are, therefore, requested to consider the pleas made by the Central Trade Union Organizations and also the JCM Constituent Organizations for Central Government employees and amend the Section 12 of the Bonus Act, duly removing the ceiling mentioned in the Section 12 of the Payment of Bonus(Amendment) Act, 2007.

As Pooja Festival is fast approaching and orders for payment of Productivity Linked Bonus to Railway employees and Ex. gratia to other Central Government employees are likely to be issued shortly, you are further requested to propose to issue an ordinance with the approval of the President to amend Section 12 of the Payment of Bonus (Amendment) Act, 2007 so as to enable the Railwaymen and other Central Government employees to get real wages as Bonus.

NEW DELHI: In what could bring relief to nearly five million Central government employees, the Narendra Modi government has decided to amend the Lokpal and the Lokayukta Act to give itself a statutory power to withhold certain information from the public. 

All Central staff, as per the latest order of the Department of Personnel and Training (DoPT), have to declare their assets and liabilities, both movable and immovable, as well as those of their spouses and dependents latest by September 15. All these information would then be put up by the respective ministries on their website accessible to everyone. 

A number of representations received by the government from officials expressed fear that putting details of movable assets such as jewellery and cash in hand and bank would pose a security threat to them and their dependents, leave their children vulnerable to kidnapping and ransom demands. For instance, an official said he has put all savings in general provident fund which has accumulated to Rs 75 lakhs over a period of time. Putting this information in the public domain would leave him and his family members vulnerable. 

Sources said the amendments proposed only gives the government the statutory power to withhold information related to officials' movable assets only, such as his cash in hand or bank and jewellery owned by him or his family members. The government will not be empowered to hold back information on immovable assets: house or land owned by him. 

The amendment also makes it clear that it will have no impact on the current asset declaration guidelines. The officials will have to continue declaring all their assets - movable and immovable as per the previous directive. Only difference the proposed amendment will make is to ensure certain information is not made public. 

The DoPT is working on the proposed amendment and has already taken a view from the law ministry to bring in the required changes. Any fresh amendment will not impact the current declaration deadline of September 15 which is applicable for all employees. 

Once these declarations are received by the government, it is for the respective ministries to put them up on its website accessible to all, except those related to the movable assets for which an amendment is required to implement it.

Release of additional installment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners due from 01.07.2014 

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the release of an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2014. This is an increase of seven percent over the existing rate of 100 percent of the Basic Pay/Pension, to compensate for price rise. 

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of the order of approximately Rs. 7691 crore per annum and Rs.5127 crore respectively in the financial year 2014-2015 (i.e. for a period of eight months from July, 2014 to February, 2015).

Representation in r/o Relaxation for Promotion to the Grade of Inspector.

Sub : Granting relaxation for promotion to the grade of Inspector-reg.
A re-structuring in CBEC formations is underway both cadre strength of all categories of officers/staff having been allocated vide Board’s letter F.No. A.11019/08/2013-Ad.IV dated 01.08.2014.
2. Consequent upon such revision in the cadre strength, 119 Inspectors would be considered for promotion to the Grade of Superintendent. As a result, 119 posts of Inspectors would fall vacant which would have to be filled up by Direct recruitment and Promotion from feeder cadre i.e. Sr. Tax Assistant (Now-EA) in the ratio of 66.66% : 33.33% as per Recruitment Rules as the Ministry of Finance notification dated 29.11.2002. Thus, of the 119 posts of Inspectors which would full vacant due to promotions, 79 posts would be required to be filled up by direct recruitment and 40 posts would be filled up by promotion from feeder cadre.

3. It would be pertinent to mention here that though ample vacancies are existing in the promotee quota of Inspector, the same cannot be filled up for want of eligible officers as per the provisions incorporated in the Recruitment Rule of Inspector.

4. Prior to cadre restructuring, Lower Division Clerks with 11 years service in the grade and 2 years as UDC were eligible for promotion to the grade of Inspector. On a similar analogy, Lower Division Clerks who have put in nearly 10 years service were granted deemed promotion to the grade of Tax Assistant during the year 2003, consequent upon which they have been working as Tax Assistant for more than 6 years, thus taking the total span of service to 16 years.

5. Considering the fact that the CCA(Cadre Controlling Authority) is required to meet the growing demands of the user-clients for much higher levels of facilitation, reliance on technology and having a motivated, committed and trained workforce, for which massive exercise of reorganization is being embarked upon by the Board, the said objectives obviously cannot be met with, by having a workforce which is low in morale and deprived of opportunities for a proper career building.

          6. As per the Recruitment Rules for promotion in the grade of Inspectors, Two (02) years regular service in the Grade of Sr. Tax Assistant of Central Excise.
7. In the Central Excise Ranchi Zone (CCA), it is seen that not many eligible candidate would be available for consideration for promotion to the grade of Inspectors and such posts would remain vacant which would hamper work as much of the work load is shouldered by the Inspector grade and shortage in the grade would seriously hamper the work.
8. The Tax Assistant of Central Excise Ranchi Zone, Patna were promoted to the grade of Sr. Tax Assistant vide Estt. Order No. 22/2013 dated 30.04.2013. Thus, for these Sr. Tax Assistants to be eligible for promotion to the grade of Inspectors, they would have to wait till April, 2015 which is nearby 06 months ahead from now.
9. It is reliably learnt that all the DPCs for promotion to various grades are to be completed by 30th September, 2014 and the new formation would start functioning from October, 2014 as per the proposal and the road-map in this regard.
10. Thus, it is humbly prayed that the eligibility condition for promotion to the grade of Inspectors may be relaxed in terms of Rule 6 of the Recruitment Rule, 2002 for the grade of Senior Tax Assistants, so as not to keep the posts of Inspectors through promotion remaining vacant for so long, as a onetime measure in keeping with the exigency & special circumstances under which restructuring in CBEC is to be implemented.
11. Since appointment in the grade of Inspectors through direct recruitment is a lengthy process which would take considerable time before the batches being to join, by keeping the posts through promoting also vacant for 6-8 months would not only aggravate problem but also creating serious difficulties at field level.
12. Alternatively, ad-hoc promotion to the grade of Inspector may be considered for the 40 posts in Central Excise Ranchi Zone (CCA) in absence of sufficient number of candidates from the feeder cadre, which could be regularized by April 2015 when all the candidates would attain the eligibility criteria.
It is requested that the DPC for promotion to the grade of Inspectors may be conducted by considering the names of STA’s who would complete 2 years in the grade by April 2015. Hoping that the CCO (Ranchi zone Patna) would consider the genuine submissions put forth by this Association and anticipating relaxation for its members before the advent of reorganization and introduction of GST, thereby boosting the morale of many officers in the Department.

In continuation to the above memorandum following Wellness Centres under AYUSH have also been added to the list of above Wellness Centres; now there are 26 Wellness Centres 20 Allopathic and 6 under AYUSH. The terms and conditions will remain the same for both the categories of Wellness Centres.

The CGHS doctors are required to maintain records separately in respect of the services provided to the senior citizens of the general public . Following guidelines may be strictly followed:

1. The timings prescribed for OPD consultation at the above WC’s is 1.30 P.M. to 3.00 P.M.

2. There should be no harassment by asking for the age proof from the Senior Citizens.

3. The doctors are required to examine the patients clinically and advise accordingly.

4. The prescription is to be made on a separate prescription slip. Computerized CGHS prescription slip will not be used for this purpose.

5. Separate records of OPD Patients attending WC may be maintained in a register.

6. Every doctor shall maintain a separate register for convenience.

7. The matter may be given due publicity by displaying this order on the notice board of the Wellness Centre.

This issues with the approval of the competent authority.

Central Govt likely to approve 7% additional DA 

Govt to increase dearness allowance to 107 p.c The Government is likely to approve a hike in dearness allowance (DA) to 107 per cent from the existing 100 per cent, benefiting around 30 lakh Centre’s employees and its 50 lakh pensioners including dependents. 

“The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 works out to be 7.25 per cent. Thus the Central government will hike dearness allowance for it employees by 7 per cent,” an official said. He said the Finance Ministry will now put a Cabinet proposal for approval of 7 per cent DA hike from July 1 this year as the revised Consumer Price Index-Industrial Workers data for June was released by Labour Ministry on Saturday. 

With increase in DA, the pensioners will also gain as the benefit provided to them as dearness relief will be hiked to 107 per cent of basic pay. The previous UPA government had increased DA to 100 per cent from 90 per cent with effect from January 1, 2014, on February 28 on the basis of agreed formula for revision of the allowance. However, the central government employees’ union is not very enthused by the 7 per cent hike in the dearness allowance as their long pending demand of merger of DA with basic pay has not been given heed by 7th Pay Commission and the government. 

“The erosion of value of wages is unbearable at 50 per cent dearness allowance. Now it will be 107 per cent. It is high time to merge DA with basic pay to provide relief to employees,” Confederation of Central Government Employees’ President KKN Kutty told PTI. 

“We had summited our memorandum in this regard to 7th Pay Commission. They forwarded it to Central Government. We have apprised about the issue to the newly elected NDA government. But no decision has been taken so far,” he said. With merger of DA with basic pay, the salary and allowances paid in proportion of basic pay are increased. 

As per earlier practise DA was merged with basic pay once it breached 50 per cent mark. But the 6th Pay Commission has disallowed that.
